The site offices, canteen, drying room and storage containers will be positioned on the grass verge adjacent to the existing pumping station buildings. It is likely that the units will be transported to site and off-loaded using a Hiab lorry complete with appropriate lifting equipment. A banksman will be present with the operator during all associated lifting operations to ensure safe working practices are maintained. Access onto, and around the site for all deliveries of plant/materials/equipment will be subject to the restrictions detailed in previous method statement ref. D089-003, Issue 1, Rev. A. All operatives, staff and visitors will wear appropriate PPE at all times. This will include as a minimum, hard hat, safety boots / safety wellingtons and hi-viz vest. In the event of PSE being required, all persons being asked to use such equipment shall be trained and deemed to be competent in its use. All such equipment shall be checked and certificated. Inspect the PUSWAS drawings issued in conjunction with MCL site staff to identify the position of all identified services. DLCE to be issued with a full set of PUSWAS drawings. If any services are present which have not been previously identified Morrison to liase with the utilities to physically mark the services out. Services requiring diversion are to be established and MCL/DLCE to liase with the statutory bodies to divert the services / pipeline route to avoid conflict. Carry out a complete CAT scan of the entire area to be excavated to mitigate the risk of damaging unidentified services. Lift any visible chamber covers within the area to help determine routes and confirm the above mentioned. If services are identified, mitigation works will take place to ensure no damage can occur to the services during the works (see above). MCL to issue a permit to dig. Installation of Storage Pipes: It is our intention to install a temporary works system using 7m long Larssen LX12 interlocking sheet piles in conjunction with supporting hydraulic frames to support the excavation (see attached temporary works design sheets). The storage tanks will be installed in three 12m long sections, each section being backfilled to ground level prior to the continuation of excavation for the following section. When the position of the storage tanks have been accurately set out, a line for the hydraulic supporting frame will be set. The outside face of the frame will be a minimum of 600mm off the outside face of the tanks as per details on current construction issue drawings, and will ensure safe and adequate working space is provided for all associated operatives. The Komatsu PC210 excavator will be used to excavate a trench along the line for the hydraulic frame. The depth of the trench will be determined by the temporary works design which will detail the required height at which the frame must be set and is expected to be approximately 0.5m bgl. The frame and associated components will then be lifted into the trench excavation using the tracked excavators complete with appropriate lifting equipment, and assembled as per the manufacturers recommendations. When in place, sheet-piling operations will commence. The sheet piles will be lifted upright using the PC210 tracked excavator complete with appropriate quick release shackle. When the sheet is in position, the PC340 complete with piling hammer attachment will be used to grip the sheet so that the quick release shackle, attached to the PC210 excavator, can be detached. The PC210 will then move away to pick up the next sheet pile. The PC340 will drive the sheet pile to the required depth. All lifting operations associated with the above will be carried out under the strict supervision of a competent banksman. When the sheet-piles have been driven to the required depth, the required number of hanging chains will be attached from the top of the sheets to the frames at the positions detailed on the temporary works design sketches. Before excavation to formation level can commence, a number of sheets have to be removed from the collection chamber excavation to enable the placement of the first sections of 2.5m diameter storage pipework. A slot trench will be dug down the back face of the collection chamber sheet piles using a narrow bucket attached to the 8t Takuechi excavator. This will be done to release pressure off the sheet piles and aid the extraction of the sheets. When the required number of sheets have been removed from the collection chamber, excavation for the storage tanks will proceed to formation level. As it is unlikely that the sheet piles will project high enough above ground level to provide edge protection, a scaffold post and double handrail will be erected around the perimeter of the excavation. Upright scaffold poles will be driven into the ground using the excavator bucket, and associated handrails/toe boards fixed using appropriate clamps/brackets. Once any excavation is completed and all necessary temporary works are in place, entry will be gained to the workplace by means of a ladder. This ladder will be in a suitable condition and placed where there is no risk of damage from plant or materials being lowered into the excavation. The ladder shall be either tied at the top or footed by a secondary party when in use. The working area will be completely fenced off using 8 solid fenceline to minimise any disturbance and also to provide a physical barrier to third parties. All signage associated with the works, will be strictly in accordance with current regulations/requirements. When the excavation reaches formation level, a 150mm deep layer of bedding material will be placed using the tracked excavator. When placed and leveled, a 6m long section of weholite pipe will be lowered into the excavation using the tracked excavator complete with appropriate lifting equipment and guided at all times during the lift by a competent banksman (the first length of pipe to each of the three tanks will be placed up against the shutter forming the internal face of wall 4 of the collection chamber, and will be erected as detailed in method statement ref. D076/MS-10, Rev.A). This method will then be repeated until 2 sections (i.e. 12m length) of each of the three tanks have been placed into the excavation and accurately lined and leveled. Sections of pipe will be coupled together using the band-seals provided prior to backfilling, and welded together by a specialist subcontractor who will work strictly in accordance with a pre-approved method statement and risk assessment, details of which will be forwarded at a later date. Backfilling will then commence up to ground level as detailed on current construction issue drawings. As installation of the storage tanks progress, construction of wall 4 of the collection chamber will proceed. Steel fixing operations will continue for the erection of wall reinforcement. Due to the overall height of the chamber, it will be necessary to erect a temporary platform for fixing wall reinforcement. This platform will be erected and maintained by a specialist scaffolding sub-contractor. Only trained and competent scaffolders will be permitted to change or alter the platforms if required during the construction of the chamber wall. When completed, the scaffolding will be signed off by a certified scaffolding supervisor and appropriately tagged prior to use by site operatives. Following the erection of wall reinforcement, shuttering will be erected to the walls. The majority of the shuttering will be formed insitu around the storage pipes. Where possible, sections of formwork may be pre-fabricated at ground level in a pre-designated area and will be lifted into position using a tracked excavator complete with appropriate lifting equipment. When the wall shutters have been erected, a specialist scaffolding sub-contractor will attend site to erect a suitable access and working platform to enable safe concreting operations to the walls. When completed, the scaffolding will be signed off by a certified scaffolding supervisor and appropriately tagged prior to use by site operatives. When a suitable access is in place concreting operations will commence to the walls. Concrete will be poured using a concrete skip attached to the tracked excavator complete with appropriate lifting equipment, and will be supervised at all times by a competent slinger/signaller. When the concrete has sufficiently cured, formwork will be struck and removed from the excavation using the tracked excavator, complete with appropriate lifting equipment. The collection chamber will then be backfilled as detailed on current construction issue drawings and any associated temporary works systems removed. Prior to the removal of the temporary works support system over the first 12m section of storage tanks, a second frame will be installed as detailed above. As backfilling of the first section of pipework progresses, the associated sheet piles will be removed and reused along the second frame to provide a rolling excavation. When the required sheet piles have been driven, excavation will progress to formation level. The second 12m section of storage pipework will then be placed and backfilled as detailed in points 15 and 16, above. When the initial frame has been removed it will be reused to provide support for excavation to enable the placement of the last 12 metres of each storage tank. The associated excavation, placement of pipes and backfilling procedures will again be as detailed in points 15 and 16, above. As backfilling progresses, access turrets are to be constructed over the end of each storage tank. A 300mm wide by 200mm deep concrete collar/pad will be cast around each of the 1.2m diameter stubs fabricated into each of the end pipes. When the concrete has sufficiently cured, a concrete cover slab complete with 900x600mm clear opening will be placed onto the collar and concrete placed to secure it over the turret. The required number of brickwork courses and cover/frame will be placed and any remaining backfilling will be done up to ground level. All operatives shall be trained and deemed competent in all activities they are asked to undertake. Informal progress meetings will take place between MCL and DLCE to advise on programme and target dates. Daily safety reviews will also take place. DLCE site management will carry out as a minimum weekly safety inspections, a copy of these inspections will be handed to MCL. DLCEs independent safety Advisors will also carry out random safety inspections. Copies will be handed to MCL. Toolbox Talks will take place on a weekly basis, MCL are invited to attend. ANY DEVIATION TO THIS METHOD STATEMENT MUST BE SUPPLEMENTED BY USING THE DLCE METHOD STATEMENT AMMENDMENT SHEET. THIS SHEET WILL THEN BE ISSUED TO MCL FOR APPROVAL / INFORMATION 6.0 RISK ASSESSMENT (see site H&S file). 7.0 EMERGENCY PROCEDURES.
